AOD Hubs grant opportunity

We have compiled evidence in the form of brief statistical summaries and research references. Because these may take us over the word count for certain questions, may we attach these as appendices or additional documents?

We are aiming to keep the initial round of responses minimal to reduce the burden on organisations.

To this end, please include the most relevant statistics and evidence in the main answer only and do not attach additional documents. If applicants are invited to submit an application for round two, appendices may be considered.

References can be excluded from the word count and approximately 10% grace will be given.

Could you kindly clarify the definition of "in-reach" services as it should be used in the application? The literature differs between the term being used for external professionals coming into a centre like the AOD Hub, and Hub service professionals going out to community or other external centres to provide services.

Both of these forms of ‘in reach’ could be part of a suitable Hub model. Please make it clear what the term means in relation to your application and why it meets the needs of your consumers.

If the successful applicant meets all the milestone requirements, will the contract term be 48 months?

Initial funding has been committed for up to four years, provided that services are being delivered as intended.

Will CPI be paid each year?

CPI is determined each year by the Chief Financial Officer and is applied at the discretion of the Ministry. At this point there is no guarantee that CPI will be provided to NGOs each year.

If award increases are granted beyond CPI, will these also be indexed into the annual budget?

We do not account for award increases in the contract.

For the initial EOI, should the budget ‘Amount for four years’ include annual CPI uplift for years 2-4, or will that be applied separately?

CPI is determined each year by the Chief Financial Officer and will be provided upon the Ministry’s approval. There is no guarantee that CPI will provided to NGOs each year. Please do not include CPI in the budget.

Stream 1A talks about existing partnerships. Can it be 2 NGO services that support each other, constantly share resources, and also have casual staff that work in both the places? Could these NGOs apply under stream 1A together to access different services?

Yes, two NGOs that have a history of working together could apply to stream 1A provided they meet the other criteria.

Could an NGO expand service under stream 1B creating a HUB with another NGO and DCJ to provide coordinated care for a priority population to address identified gaps?

Yes, this partnership would be suitable as long as the other criteria outlined in the guide are met. Please note however, DCJ cannot be the lead applicant so the NGO would have to apply.

If we are applying to both streams, should we send the applications in separate emails?

Yes, please send each application in a separate email with the stream you are applying to in the subject line e.g. AOD Hubs stream 1A application.
