  • Policy and regulatory action (activity) leads to restrictions on tobacco sales to minors being enforced (output) which leads to adolescents having decreased access to tobacco (short-term outcome), de-normalisation of smoking, lower rates of smoking initiation, and increased quit rates (medium-term outcomes) and reduced smoking rates and improved health (long-term outcomes).
